A public meeting to present the findings of the Draft Environmental Impact Statement for the proposed UW-Madison Athletics Hockey and Swimming Facility project will be held at 5:30 PM on Thursday, March 25, 2010, in Room 132 of the WARF Building at 610 N. Walnut Street on the UW-Madison campus. Free parking will be available after 4:30 pm in the adjoining parking lot. A brief description of the project and potential impacts will be presented. Attendees will be afforded a reasonable opportunity to identify both orally and in writing any issues or concerns they believe should be addressed in the Final EIS for this proposed project. The Division of State Facilities retained Ayres Associates to prepare an EIS for the proposed project in accordance with sec. 1.11 Wis. Stats. relating to the Wisconsin Environmental Policy Act (WEPA). The intent of the EIS process is to identify the potential positive and negative impacts of the project to the physical, biological, social, and economic environments. The proposed Kohl Center hockey facility will serve both as a practice facility for the men’s and women’s hockey programs and a women’s hockey competition facility. Men’s hockey is currently the only athletic program that is required to travel off campus to practice, which has a substantial impact on both daily practice and student-athlete study time during the hockey season. The Kohl Center hockey facility will also provide an opportunity for women’s hockey to practice and compete in one location. The project will be constructed between the Kohl Center and the Southeast Recreational Facility (SERF) on West Dayton Street to provide a new, three-level, 66,850 ASF/103,295 GSF hockey facility with a fourth level mechanical penthouse. New construction will include a 90’ x 200’ ice sheet, bench-style spectator seating for approximately 2,250, locker rooms, offices, concessions, public restrooms, and pre-function/circulation space in addition to support services, such as locker and team room functions, for the men’s and women’s swimming programs currently housed in SERF. An upper level bridge will connect the new facility to SERF. Renovation of 5,145 SF in the Kohl Center will provide appropriate connections to the new facility and convert spaces to reassigned uses. Anticipated construction of this proposed project would begin July 2010 for targeted occupancy in October 2011. The Draft EIS is available for a 45-day public review and comment period beginning February 18, 2010 and ending April 6, 2010. Comments and inquiries raised during this comment period will be used to develop the Final EIS, which will be circulated to the public and commenting agencies for a subsequent 30-day review period and public hearing. Following the public hearing, the University of Wisconsin System develops a conclusion on the findings of the EIS. This Record of Decision is circulated to key individuals and agencies involved in the EIS process. If you are interested in this project or have any information relevant to it, we welcome your comments, suggestions, or other input.
