NOTICE OF PUBLIC MEETING AND REPORT AVAILABILITY
Draft Environmental Impact Statement (DEIS)

Proposed Energy Institute Facility Project

A meeting to present the findings of the Draft Environmental Impact Statement (DEIS) for the proposed UW-Madison Wisconsin Energy Institute (WEI) Facility project will be held at 5:30 PM on Thursday, July 15, 2010, in Room 132 WARF.  Free parking will be available after 5:00 pm in the adjoining parking lot.  Known project components and identification of potential impacts will be presented.  All persons in attendance will be afforded a reasonable opportunity to identify both orally and in writing any support, issues, or concerns they believe should be addressed within the Final EIS for this proposed project. The EIS for the WEI Facility project has been prepared in accordance with the Wisconsin Environmental Policy Act (WEPA), Wisconsin Statutes 1.11 and University of Wisconsin System (UW System) guidelines.  The project manager is the state Department of Administration’s Division of State Facilities (DSF).  Ayres Associates has been retained to prepare an Environmental Impact Statement (EIS) on behalf of the UW System for this proposal.

A new, approximately 205,000 GSF building will be constructed on the campus at UW-Madison to accommodate WEI and support its administrative, research, and outreach activities.  Due to availability of funding, construction of this facility will be completed in two phases with Phase 1 constructing 59,998 ASF / 107,000 GSF at the site of the former University Health Services Building at 1552 University Avenue. The EIS encompasses the first phase and demolition of the existing building at the site and also relays known impacts due to the full build-out of the $100 million project and associated ROTC building demolition.  Deconstruction activities are planned to begin late summer 2010 with completion of the first phase of the WEI complex anticipated in summer 2012.  The initial phase will provide the necessary utility infrastructure for Phase 2, which will adjoin Phase 1 and occupy the current ROTC building site at 1610 University Avenue.  The timing for razing the ROTC building and construction of WEI-Phase 2 is not known and is dependent upon receipt of gift and grant funds.  Multi-disciplinary research programs within WEI will develop economically, and environmentally-sustainable energy practices and educate society, scientists, and biomass producers, or consumers about energy issues.  The proposed facility will also house the newly created Great Lakes Bioenergy Research Center (GLBRC).  GLBRC will conduct fundamental genomics based research to remove bottlenecks in the biofuel pipeline in order to increase the contribution of biofuels to the US energy portfolio. 

The DEIS for the project has been released for a 45-day public review period beginning June 15, 2010 and ending on July 29, 2010. Copies of the DEIS are available at:

All comments received during the 45-day public review period and the Public Meeting will be used to develop the Final EIS (FEIS). The FEIS will be circulated to the public and commenting agencies for a subsequent 30-day review period, during which a public hearing will be held for additional clarification and comment. Following the public hearing, a conclusion will be developed on the findings of the EIS. This Record of Decision (ROD) will be circulated to key individuals and agencies involved in the EIS process.
