Ring & DuChateau, LLP has retained Ayres Associates on behalf of the University of Wisconsin System Administration (UWSA) and University of Wisconsin – Oshkosh (UW-Oshkosh) to prepare an Environmental Impact Assessment (EIA) for the proposed fuel storage upgrade at UW-Oshkosh's heating plant that is north of Woodland Avenue and east of High Avenue in Oshkosh, Wisconsin. The EIA will be prepared in accordance with the Wisconsin Environmental Policy Act (WEPA), Wisconsin Statutes 1.11, and UWSA guidelines (Board of Regents' Resolution 2508, November 6, 1981). The purpose of the EIA is to assess potential impacts of the project on the physical, biological, social, and economic environments.

EIA Process

Scoping Letter

A Scoping Letter to solicit input on potential environmental impacts of the project was sent to selected parties and agencies on March 2, 2018. Figures depicting the project location and the project distribution list used for the Scoping Letter are attached to the Scoping Letter report.

All comments with regard to the Scoping Letter were required to be received no later than March 10, 2018, for incorporation into the Draft EIA document.

Draft Environmental Impact Assessment (DEIA)

The Draft EIA is being made available on March 21, 2018, for a 15-day public review period. A public notice is being posted in the Wisconsin State Journal and Oshkosh Northwestern, on March 21, 2018 and The Advance-Titan newspapers on March 15, 2018. Copies of this Draft EIA are being made available at UW-Oshkosh's Polk Library and Oshkosh Public Library, and on this website.

All comments on the Draft EIA report need to be received no later than 6:00 p.m., April 4, 2018, for incorporation into the Final EIA document. Comments may be submitted to the address below. A copy of a comment form is available from this website below. For consideration in the Final EIA, please submit your comment in writing by April 4, 2018 to:
