Final EIS Public Hearing
New Student Union and Temporary Parking Lot Projects

A public hearing to present the Final Environmental Impact Statement (FEIS) for the proposed UW-Eau Claire New Student Union project and an associated temporary parking lot development will be held on campus at 5:30 p.m. on Tuesday, May 11, 2010, in the Alumni Room, Davies Center, UW-Eau Claire Campus.  Parking is available free of charge in the non-metered portions of the Phillips Lot directly south of the Davies Center.  The scope of the project and the findings of the EIS will be presented, and all persons will be afforded a reasonable opportunity to identify both orally and in writing any support, issues, or concerns they believe should be addressed during the final phase of the EIS process for this proposed project. 

The Final EIS was prepared in accordance with the Wisconsin Environmental Policy Act (WEPA), Wisconsin Statutes 1.11, and University of Wisconsin System Administration (UWSA) guidelines.  The project manager is the state Department of Administration’s Division of State Facilities (DSF).  Ayres Associates was retained by the DSF to prepare the Environmental Impact Statement (EIS) on behalf of the UWSA.  The new student union project includes construction of a 169,100 GSF; 3-story building that will be designed to a LEED Silver equivalency.  The building will be located on a lawn area to the south across Little Niagara Creek from the existing Davies Center.  Following completion of the new building, the existing Davies Center will be demolished and that site will be restored as green space.  The project cost of $48,802,000 will be funded by student program revenue, and state tax dollars will not be used.  Construction is projected to begin in November 2010 with substantial completion and occupancy by August 2012. 

Associated with this project is a temporary parking lot to be constructed in the area south of Zorn Arena, west of the Campus School and north of Schneider Hall.  The purpose of this lot is to temporarily replace some of the parking lost during construction of the new Student Union.  The lot will be approximately 4,000 square yards in area, paved with asphalt and provide 123 parking spaces, including 3 stalls for handicapped individuals.  The project budget for development of the temporary parking lot is $80,000 with funding being provided by AGF3-Program Revenue.  The lot will be constructed during the summer of 2010.

The purpose of the Final EIS is to identify potential impacts of the projects on the physical, biological, social, archaeological/historical and economic environments.  The Final EIS describing these potential impacts is being made available to the public and to appropriate federal, state and local agencies for a 30-day review period.  The 30-day review period for this project begins on April 27, 2010 and concludes on May 26, 2010.  Copies of the document are available at the UW-Eau Claire McIntyre Library and the City of Eau Claire L.E. Comments received during the Final EIS public hearing and comment period will be evaluated and used to develop a Record of Decision (ROD).  The University of Wisconsin System will provide a conclusion on the findings of the EIS and circulate the ROD to key individuals and agencies involved in the EIS process.  If you are interested in this project, we welcome your input.  Please attend the public hearing on May 11, 2010 to present oral or written comments or submit your written comments no later than May 26, 2010 to be considered in developing the ROD.  Send comments to:
