Environmental Impact Assessment (EIA) Process - Draft EIA
University Research Park II Roads and Infrastructure Development - Phase 1

A public meeting to present the findings of the Draft Environmental Impact Assessment (EIA) for Phase 1 of the proposed University Research Park II Roads and Infrastructure Development project will be held at 7:00 pm on Thursday, June 17, 2010 at:

Project components including design and alternatives will be discussed, and identification of impacts identified in the EIA will be presented.  All persons in attendance will be afforded a reasonable opportunity to identify both orally and in writing any support, issues, or concerns they believe should be addressed in the Final EIA for this proposed project. 

The EIA is required by University of Wisconsin System Administration (UWSA) guidelines in compliance with the Wisconsin Environmental Policy Act (WEPA), Section 1.11, Wis. Stats. The purpose of the EIA is to assess potential environmental effects of the project relative to the quality of the human environment.

The Draft EIA has been made available for a 15-day public review period starting June 2nd and can be viewed at the UW-Madison Helen C. White Library and City of Madison Public Library (Alicia Ashman Branch) and online at by clicking on the link below.

University Research Park, Inc. was organized in 1984 by UW-Madison and the UW Board of Regents.  Development of the first research park, located at Mineral Point Road and Whitney Way, is nearly complete, and additional land has been designated to continue its mission.  Development of University Research Park II, which is located west of Junction Road (County M) between Valley View Road and Mineral Point Road, will be developed in stages to provide additional quality space for faculty entrepreneurs and assist UW-Madison in transferring technology from the campus to the private sector.  At this location, University Research Park, Inc. intends to replicate its current success by developing approximately 40 sites and leasing them for startup or maturing companies derived from UW-Madison technologies.  It is anticipated that when fully developed, 54 building sites will accommodate over 200 companies employing 10,000 to 15,000 individuals in an environment that is custom-designed to nurture a productive combination of economic and technological development that will be beneficial to both the university and the state.

This project enables University Research Park, Inc., to begin development of the first phase of University Research Park II that is being referred to as the southern platted portion between Watts Road and Valley View Road of the full plan that was approved by the City of Madison in January 2010.  A future second phase will continue development north between Watts and Mineral Point Roads.

This first phase affects 125 acres and encompasses grading in the southern portion of the site; construction of Temin Trail, a main east-west corridor through the park; and construction of storm water conveyance corridors.  Approvals have been obtained that enable demolition of a small unoccupied house on the property in May 2010.  Implementation of the development work is targeted for July 2010. Final restoration of the site will begin in 2011 and will include installation of plantings, water features, and an entry feature into the park, in addition to landscaping of the roundabouts at Pleasant View/Mineral Point Roads and Pleasant View/Valley View Roads., with completion of the first phase anticipated in 2012.

The estimated project cost of $4,750,000 for this first phase is enumerated as part of the $15 million University Research Park II – Road and Utility project in the 2005-07 Capital Budget using Program Revenue Supported Borrowing.
