A Public Hearing to present the findings of the Final Environmental Impact Statement for the proposed UW-Madison Lakeshore Residence Hall/Food Service Development-Phase 1 project will be held at 5:30 PM on Thursday, March 18, 2010, in Room 132 of the WARF Building at 610 N. Walnut Street on the UW-Madison campus. Free parking will be available after 4:30 pm in the adjoining parking lot. A brief description of the project and identified impacts will be presented. Attendees will be afforded a reasonable opportunity to identify both orally and in writing any issues or concerns they believe should be addressed in the Final EIS and within the Record of Decision (ROD) for this proposed project. The Division of State Facilities retained Ayres Associates to prepare an EIS for the proposed project in accordance with sec. 1.11 Wis. Stats., relating to the Wisconsin Environmental Policy Act (WEPA). The intent of the EIS process is to identify the potential positive and negative impacts of the project to the physical, biological, social, and economic environments. Phase 1 of this project generally entails construction of a new five-story 227,000 gross square foot building that will house 416 new beds and a new market-style dining and food service facility located west of Elm Drive along the UW Lakeshore area. The project intends to meet the needs of providing housing to first-year university students as well as providing dining needs for the projected 3,250 students living in the Lakeshore area, replacing the outdated Holt Commons. The proposed project will require demolition of existing tennis courts, with replacement conducted under a separate project, as well as a displacement of surface parking stalls in UW Lots 32, 57 and 58. Anticipated construction of Phase 1 of this proposed project would begin November 2010 and be completed for occupancy in the fall academic semester of 2012. A second phase will provide an additional 156 beds directly east of Holt Commons. Project costs are $47.6 million for Phase 1 and $11.8 million for Phase 2, both would be funded through Program Revenue Supported Borrowing or Program Revenue cash (no state tax dollars). The Final EIS is available for a 30-day public review and comment period beginning February 17 and ending March 18, 2010. Comments and inquiries raised during this comment period will be used to develop the Record of Decision, which will be circulated to key individuals and agencies involved in the EIS process.
