A public scoping meeting to present the proposed UW-Madison Charter Street Heating Plant Rebuild project will be held at 5:30 PM on Wednesday, September 9, 2009, in Rooms 1106 and 1108 on the main level of the UW-Madison Welcome Center located at 21 N. Park Street. Free parking will be available after 5:00 pm in the adjoining parking ramp. Known project components and identification of potential impacts that will be studied in the EIS will be presented at this early phase of project development. All persons in attendance will be afforded a reasonable opportunity to view informational displays and identify both orally and in writing any support, issues, or concerns they believe should be addressed during the EIS process for this proposed project. The EIS for the Charter Street Heating Plant Rebuild project will be prepared in accordance with the Wisconsin Environmental Policy Act (WEPA), Wisconsin Statutes 1.11 and University of Wisconsin System Administration (UWSA) guidelines. The project manager is the state Department of Administration’s Division of State Facilities (DSF). Ayres Associates has been retained to prepare an Environmental Impact Statement (EIS) on behalf of the UW System for this proposal. The project generally entails renovating existing facilities and constructing new facilities at the 117 North Charter Street heating plant site and constructing new facilities at the 115 N. Mills Street site for a new 350,000 lbs/hour biomass boiler, installing a new steam turbine, rail delivery system upgrades for biomass, and demolition/rebuild/replacement of existing coal-fired boilers #1 to #4. Relocation of current occupants at 115 N. Mills Street is being conducted under a separate environmental impact assessment, with facility demolition aspects incorporated in this EIS. Equipment procurement for this $250 million project will proceed in advance of project implementation, which is targeted to start May 2010 with anticipated completion of all project components by December 2013. An initial requirement of the EIS is the scoping process, with the intent of presenting the proposal and identifying at an early stage any potential impacts of the project on the physical, biological, social, and economic environments. Impacts that are identified during this process are incorporated into a draft EIS which is made available to the public for a 45-day review period and is circulated to appropriate federal, state, and local agencies. A public meeting is held on the draft EIS. Comments and inquiries raised on the draft EIS are used to develop the final EIS, which is circulated to the public and commenting agencies for a subsequent 30-day review period, during which a public hearing is held for additional clarification and comment. Following the public hearing, the University of Wisconsin System develops a conclusion on the findings of the EIS. This Record of Decision is circulated to key individuals and agencies involved in the EIS process.
